TERMS OF REFERENCE

Subject: Open Call for Services

Objective: To develop capacities of the personnel working in the Center for Independent Life (CIL)

2024/461-942 - “Providing daily services to 30 beneficiaries with mental and developmental disabilities” (5.7.1 Continuation of training and adhoc support on capacity building, fundraising and advocacy)

Background

Center for Independent Life (CIL) is a nongovernmental organization established in 2005 with registration number 5110227-4. CIL works in the field of mental disability in Peja region. It provides daily professional services for children and youngsters with mental disabilities.

The project

The project “Providing daily services to 30 beneficiaries with mental and developmental disabilities financed by EU Office in Kosovo and co-financed by municipalities of Peja/Pec and Ministry of Justice is implemented by the Centre for Independent Life (CIL).

With the aim of promoting the social, economic, and cultural inclusion of people with mental and developmental disabilities, this project seeks to provide professional social services tailored to their needs. Additionally, it aims to enhance the capacities of CIL staff in project cycle management and fundraising. The project will also support CIL in applying the self-help methodology, a proven approach for empowering parents and family members of persons with disabilities. Through this, the project will strengthen their involvement in both the daily life and governance of the organization.

In order to reach the overall goal of the project, there are four strategic objectives set:

1. To organize daily reception and rehabilitation for 30 persons with mental and developmental disabilities in Peja region;

2. To provide 30 young people and adults with the necessary skills to live as independently as possible;

3. To develop capacities of the personnel working in the center, especially strengthening of the speech therapy service and raising the capacities in the field of pedagogy and psychology;

4. To ensure further support of CIL through the participation of parents, family members and in general the entire civil society in order to achieve the increase of public awareness in the daily management of the center.

The project has started on 01.01.2025 and will end on 31.12.2025

Beneficiaries

The primary target group—and main beneficiaries—of the project includes individuals with mental and developmental disabilities, their parents and family members, CIL staff, as well as local and central-level institutions.

Expected results

The project is going to produce positive results in the region of Peja/Pec and changes can be summarized as follows:

About 30 people with mental and developmental disabilities are provided with literacy, mathematics, speech therapy and leisure activities;

About 30 people with mental and developmental disabilities learn to socialize and interact with others through sports, arts and outdoor activities;

About 30 young people and adults with mental and developmental disabilities are taught how to live independently;

Internal capacities of CIL on project cycle management and internal governance are improved through capacity building;

Expanding service provision to ethnic communities from Peja region;

Parents and family members of people with mental and developmental disabilities involved in designing and providing support;

Purpose of the training and ad hoc support on capacity building

To further strengthen the capacities of CIL staff, the project will engage a professional expert to lead training and advisory services focused on fundraising and advocacy. The expert will deliver a total of 30 days of capacity-building support, including tailored sessions with senior management and group workshops with the entire CIL team. These are aimed at improving in-house capacities, team-building and insight into internal CIL processes.

Expected results

CIL staff are expected to receive a two-day training on fundraising, along with ad-hoc support and advisory services covering project design, development of logical frameworks, monitoring and evaluation tools, tracking project implementation progress, and donor reporting.

Skills and other requirements for submission

  • Curriculum Vitae (CV) detailing relevant experience aligned with the scope of work outlined in this Terms of Reference (ToR), or a portfolio in the case of companies or consultancy services.
  • Demonstrated previous experience in the fields relevant to this assignment.
  • Previous experience in project designing and project management and/or training delivery in these areas for at least one team member in case of companies/consultancy services;
  • Document their experience in the field of project management and capacity building through provision of at least three references of similar engagement for the individuals and/or at least one team member in case of companies or consultancy services.

The deadline for submission of documents is 21th of April 2025.

Time frame and location

The capacity building service has to be provided by 10th of May 2024. The duration will be 30 days.

Means provided by the trainer

The consultant during the service is going to compile and deliver agendas, guides and manuals/short booklets with information and data that will be used during the consultancy sessions.

Financial resources:

The capacity building service is one of the foreseen activities by action (Activity 3.1.1) and it has specific budget (5.7.1 Training and ad hoc support on capacity building, (project cycle management and fundraising).

The required service will be paid in the amount of 200.00€ per day (all inclusive).

No material or other costs shall be indicated as a separate cost in the offer or covered if claimed additionally with the service fee.

The consultant will be contracted by CIL and will directly report to the project manager.
