Call for expressions of interest

Acting on behalf of the German Government, the project ‘Support to EU-Integration Reform Processes in Kosovo’ contributes to the implementation of the Stabilisation and Association Agreement (SAA) and the EU accession process of Kosovo. The project is commissioned and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) with a duration of five years (03/2021 - 03/2026). The 5th component of the project “Administrative Burden Reduction in Kosovo” is co-funded by the European Union with the duration until December 2025. While the main political partner of the project is the Office of the Prime Minister (OPM), various implementing partners are involved across all outputs.

The Government of Kosovo is committed to reducing and preventing the administrative burden, especially through the authorizations provided by institutions, harmonizing the special administrative procedures with the Law on General Administrative Procedure (LGAP), and through digitalization for better services. The new Administrative Burden Prevention and Reduction Program 2025-2028, commits to following the "once only", "personalization," “proactive service delivery” and "digital by default” principles. In its decision, the Government mandated the Strategic Planning Office (SPO) as a responsible structure for coordinating the process of administrative burden and implementation of the Programme and the Action Plan.

Kosovo’s Ministry of Local Government Administration (MLGA), following the Prime Minister’s request, added a new indicator to the Municipal Grant Performance System (MGPS) to regulate local service costs. Established in 2009, MGPS measures municipal performance in governance and services, offering financial support for improvements. In 2024, MLGA introduced a target for municipalities to simplify 30 administrative services over three years by reducing fees, removing unnecessary documents, combining or digitizing procedures. To support this, GIZ and SPO analysed services in several municipalities and will expand their work nationwide in 2025. Technical assistance and capacity building will help municipalities and MLGA meet these new requirements.

In this context, GIZ is seeking expressions of interest from qualified professionals/firms to assist MLGA and municipalities in simplifying administrative services, support applying ABR methodologies and indicator assessments, and provide capacity-building to enhance staff understanding of efficient service delivery.

Interested professionals/firms are invited to express their interest electronically by attaching the company information, CV(s), and submitting:

  • 1 reference working in administrative burden reduction analysis.
  • 1 reference project in Kosovo over the last three (3) years.

Interested professionals are invited to submit expression of interest in English language.

  • The size of emails for quotation is limited to 20 MB. In case the quotations exceed the maximum data size, quotation documents must be sent via filetransfer.giz.de , please provide the password!
  • You should use the reference number, otherwise we cannot consider your offer

After the evaluation of received expressions of interest, the chosen individuals will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to accept or refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to shortlisted individuals.

Only shortlisted individuals will be notified for further application procedure.
