Location: Prishtina, Kosovo (with occasional travel in Albania and EU countries)

Type of Contract: Full-time

Duration: 1 year with a possibility of extension

1. BACKGROUND AND OBJECTIVE OF THE ASSIGNMENT

GERMIN empowers and unites Albanians globally by leveraging our collective resources to support the democratization and development of our homeland countries. We aim to harness innovation, technology, social networks, and Albanians’ rich cultural heritage to inspire and enact meaningful changes both in our homelands and worldwide. The word ‘Germin’ is of Latin origin, meaning ‘to grow, to prosper.’ Making use of the latter, our organization aims to establish a solid foundation on which Albanians will eventually build their right walls, for the betterment of our homelands. Our mission is to serve as a vibrant, dynamic bridge that connects Albanians worldwide to inspire leadership and innovation, enhance engagement and entrepreneurship, and facilitate and build strategic connections. Our vision is to foster a globally connected and empowered Albanian Diaspora, actively contributing to the social, economic, and democratic development of their home countries.

GERMIN implements several programs focused on diaspora engagement, knowledge transfer, entrepreneurship, democratic participation, and youth empowerment. One of the core projects currently implemented is Diaspora4Innovation, in collaboration with the EU4Innovation Program in Albania. This project mobilizes Albanian diaspora professionals and scholars to strengthen Albania’s innovation and entrepreneurship ecosystem, through co-teaching in higher education, mentorship of startups, and global promotion of the local innovation scene.

While this role will primarily support the implementation of the Diaspora4Innovation project, the selected candidate will also be involved in other ongoing and upcoming initiatives at GERMIN that align with our broader mission.

We are looking for a dedicated and dynamic professional who sees this as a long-term engagement and is passionate about contributing to diaspora-centered development work.

2. KEY RESPONSIBILITIES

The Project Manager will be expected to perform the following duties:

A. Project Management & Planning

  • Develop comprehensive project plans, timelines, and budgets across multiple initiatives.
  • Monitor implementation, ensure timely delivery of outputs, and adapt plans based on changing circumstances.
  • Identify and mitigate project risks.
  • Plan, organize, and execute workshops, conferences, webinars, and field visits.
  • Coordinate logistics: venue, agenda, materials, travel arrangements, catering, accommodation, technical support, and participant registration.
  • Ensure branding, communication materials, and media visibility are aligned with GERMIN and donor guidelines.
  • Collect feedback from participants and generate post-event summaries.

B. Stakeholder Engagement & Communication

  • Maintain regular communication with project stakeholders, including donors, diaspora actors, government institutions, and civil society organizations.
  • Prepare and deliver project updates, reports, and presentations.
  • Organize coordination meetings, take minutes, and ensure follow-up on action points.

C. EDP (Engagement of Diaspora Professionals) Program & Platform Oversight

  • Coordinate the implementation of the EDP (Engagement of Diaspora Professionals) program activities in collaboration with the wider GERMIN team.
  • Communicate regularly with diaspora professionals, maintain engagement, and ensure timely follow-up regarding opportunities, roles, and assignments.
  • Oversee open calls for diaspora professionals within the designated project, including reviewing applications, selecting candidates in coordination with program leads, and ensuring timely onboarding.
  • Manage and regularly update the EDP digital platform, ensuring data accuracy, new opportunity postings, and user-friendly experience for both diaspora professionals and local institutions.
  • Collect feedback from stakeholders involved in EDP engagements and propose improvements to the platform and program approach.
  • Coordinate with host institutions or local beneficiaries to ensure alignment between diaspora expertise and institutional needs.

D. Procurement & Administrative Tasks

  • Prepare terms of reference and requests for offers.
  • Oversee procurement processes in compliance with GERMIN and donor regulations.
  • Support with contracting service providers and vendors.
  • Ensure proper documentation, archiving, and compliance.

E. Monitoring, Evaluation & Reporting

  • Track project deliverables against timelines and indicators.
  • Draft narrative reports and contribute to financial reports in collaboration with the finance team.
  • Document lessons learned and support knowledge-sharing within the organization.

3. REQUIRED QUALIFICATIONS

  • A Bachelor’s degree in Social Sciences or a related field is required; a Master’s degree is an advantage.
  • Minimum 3 years of professional experience managing donor-funded or civil society projects.
  • Demonstrated experience in planning and executing multi-stakeholder events.
  • Proven ability to manage project timelines, budgets, and reporting.
  • Strong organizational and multitasking skills.
  • Excellent written and verbal communication in Albanian and English.
  • Proficient in Google Workspace, Microsoft Office, and project management tools (e.g., Trello).
  • Comfortable working in a fast-paced, collaborative, and impact-oriented environment.
  • Experience working with diaspora actors is an asset.

4. REPORTING AND SUPERVISION

The Project Manager will report directly to the Executive Directors of GERMIN and will work closely with the Finance and Communications teams.
