Project Description: The Greening Private Enterprises in Kosovo (GPEK) project, funded by the Swiss Agency for Development and Cooperation (SDC) and the Swedish International Development Cooperation Agency (Sida) and implemented by Helvetas Swiss Intercooperation, supports Kosovo’s private sector in transitioning toward greener and more sustainable business models. By promoting resource efficiency, renewable energy, circular-economy practices, and compliance with emerging environmental standards, GPEK contributes to building a more competitive, resilient, and environmentally responsible business ecosystem. The project is currently in its inception phase (1 May 2025 - 31 January 2026), with the main implementation phase expected to start on 1 February 2026 and end on 31 January 2031.
Position Description: The Monitoring and Results Measurement (MRM) Lead is responsible for designing, implementing, and maintaining a robust, DCED-compliant results measurement system that captures progress, outcomes, and systemic change across all GPEK interventions. The position ensures that high-quality, timely, and credible data and analysis support project steering and accountability, donor and internal reporting, and evidence-based decision-making across all project outcomes. The MRM Lead is a cross-cutting, hands-on analytical role with clear responsibility not only for system design and quality assurance, but also for facilitating data collection and conducting effective verification, and analysis, including regular field engagement with SMEs, partners, and other market actors across Kosovo.
Reporting to the Project Manager, the MRM Lead works in close collaboration with Outcome Leads, who remain responsible for intervention-level monitoring, while ensuring overall data integrity, verification, and synthesis at project level.
MAIN TASKS
- Develop, implement, and maintain the project’s MRM system in line with the DCED Standard, ensuring robust results chains, indicators, assumptions, and data collection tools aligned with GPEK’s systemic-change approach.
- Apply and maintain two complementary analytical lenses throughout MRM practice:
- Intervention lens: capturing changes directly triggered by GPEK support; and
- System lens: assessing broader market, institutional, and behavioral shifts, including indirect and unintended effects.
- Design and lead MRM data collection, including quantitative and qualitative field data collection, interviews, surveys, validation visits, and spot checks with SMEs, partners, and other market actors.
- Coordinate, triangulate, and complement results data generated by Outcome Leads, implementing partners, and service providers.
- Coordinate and oversee data validation, cleaning, storage, and quality assurance across all project outcomes and interventions, ensuring accuracy, consistency, and traceability of evidence.
- Ensure ethical data collection practices, including informed consent, confidentiality, secure data storage, and compliance with Helvetas data protection and safeguarding policies.
- Lead outcome monitoring and systemic change assessment using appropriate mixed methods, ensuring credible evidence of progress toward outcome and system level results.
- Commission, coordinate, and supervise baseline studies and targeted analytical work (internally or externally), ensuring that critical data gaps are addressed through direct MRM-led data collection where needed.
- Maintain readiness for reviews and evaluations and support to mid-term and final evaluations.
- Lead the preparation and consolidation of results data and analytical inputs for donor reports, internal reporting, and management reviews, ensuring accuracy, consistency, and compliance with donor requirements.
- Maintain and further develop an accessible digital MRM database and dashboard, enabling structured progress tracking, aggregation of results, and data-driven management decision-making.
- Work closely with the Project Manager, Deputy Project Manager and other responsible team members to ensure alignment between results monitoring, financial oversight, and risk tracking, including leverage and cost-effectiveness indicators.
- Contribute to the implementation of GPEK’s green data initiatives, supporting data mapping, indicator development, and analytical alignment with the project’s MRM framework and reporting needs.
YOUR QUALIFICATIONS
- Bachelor’s degree in economics, statistics, public policy, social sciences, business, environmental sciences, data analytics, or a related field. A master’s degree or relevant professional training is an asset.
- Minimum 7 years of relevant professional experience in monitoring, results measurement, research, or analytical roles within development cooperation projects. Experience in private sector development, green economy, and/or Market Systems Development (MSD) programmes is an asset.
- Proven experience designing and operating results frameworks (results chains, indicators, data collection plans and tools), with a strong preference for DCED-aligned measurement practices.
- Demonstrated hands-on experience in data collection, including field-based qualitative and quantitative data gathering.
- Experience developing, managing, or using digital data systems and dashboards for results tracking and analysis.
- Strong analytical and synthesis skills, with high attention to data quality, documentation, and verification.
- Ability to provide constructive, evidence-based input to strengthen intervention logic and decision-making.
- Excellent interpersonal and coordination skills, with the ability to work effectively across technical teams and partners.
- Excellent command of English and Albanian and/or Serbian (written and spoken).
- Willingness and ability to travel regularly within Kosovo. A valid driving license is required.
WE OFFER YOU
The MRM Lead is a full-time, multi-year position with an expected start date in February 2026. The appointment is subject to a six-month probation period, in line with HELVETAS employment policies. Subject to satisfactory performance, the position will be continued on annual employment agreements, with the possibility of extension for the duration of the project.
