Conducting an Inventory of Municipal Services

The GIZ Office in Kosovo is planning to launch a tender for “Conducting an Inventory of Municipal Services.” The objective of this tender is to systematically collect, verify, and catalogue comprehensive information on municipal administrative services to produce a detailed and accurate inventory. The tender is divided into three lots (Region 1, Region 2, and Region 3), each covering a specific group of municipalities with the same scope of work. Please note that each company is permitted to submit an application for only one lot out of the three available lots.

Key activities include:

• Reviewing existing municipal documentation on procedures, service catalogues, fees, and legislation.
• Collecting data following guidelines from the Strategic Planning Office (SPO) and GIZ.
• Conducting mandatory field visits and interviews with municipal staff to validate and complete all information.
• Compiling a detailed inventory of services, including descriptions, procedures, fees, required documentation, delivery formats, and other relevant details.

Lot 1 (Region 1):

Drenas, Gracanica, Fushe Kosovo, Lipjan, Novo Brdo, Obiliq, Podujevo, Pristina, Leposavic, South Mitrovica, North Mitrovica, Skenderaj, Vushtrri, Zubin Potok, Zvecan.

Lot 2 (Region 2):

Peja, Istog, Klina, Decan, Gjakova, Junik, Rahovec, Dragash, Malisheva, Mamusha, Prizren, Suhareka.

Lot 3 (Region 3):

Ferizaj, Hani i Elezit, Kacanik, Shtime, Shtërpce, Gjilan, Kamenica, Kllokot, Partesh, Ranillug, Viti.

Planned period of assignment: April – June 2026

How to Apply

Interested applicants shall:

1. Download and complete the Self-Declaration of Eligibility form available at the following link: [LINK TO SELF-DECLARATION DOCUMENT]

2. Submit the completed and signed Self-Declaration form together with the required supporting documents as specified in the form. Documents to be sent:

- Legal entity registered in Kosovo - Central registry statement with actual data

- An annual turnover of min 20,000 EUR (2023, 2024,2025)- Final financial statement 2023, 2024, 2025.

- Average number of 3 employees for the past 2 years - Final financial statement 2024, 2025.

- At least 1 reference project(s) in the field of data collection and analysis

- at least 1 reference project(s) in the specific Kosovo region you are applying in the last three years.

Incomplete applications or applications received after the deadline will not be considered.

Important Notes

• The eligibility assessment will be conducted exclusively on the basis of the submitted Self Declaration of Eligibility and the supporting documents attached thereto.
• Only candidates meeting the eligibility requirements will be shortlisted and invited to participate in the next stage of the procurement procedure.
• Candidates who are not contacted shall consider that their application was not successful.
• All correspondence with GIZ shall be conducted in English or German. In case of a consortium:
• The eligibility requirements may be fulfilled jointly by the consortium members (i.e. it is not required that each member individually meets all eligibility criteria).
• The consortium must clearly designate one member as Lead Partner, who will act as the single point of contact and be authorised to represent the consortium.
• A signed consortium agreement (or letter of intent signed by all consortium members) indicating the Lead Partner and the internal division of responsibilities must be submitted together with the application.
• In the case of bidding consortia and sub-contractors, Self-Declaration of Eligibility form must be completed for each sub-contractor or each member of a candidate/bidding consortium.
