Call for expression of interest for provision of services:

Project Title: Drafting a Manual and Conducting Training for Mobile Teams

Objective:

The objective of this assignment is to engage a qualified local expert to draft a comprehensive Manual for the Establishment and Functioning of Mobile Teams for the Identification and Referral of Victims of Trafficking in Human Beings in Kosovo.

The manual will provide clear operational guidance, define institutional mandates, and strengthen coordination among law enforcement agencies, social services, and migration authorities

Key activities:

• Conduct an in-depth analysis of the existing legal and institutional framework on trafficking in Kosovo. Based on this analysis, develop the structure and prepare the initial draft of the manual.
• Organize and facilitate coordination meetings and technical workshops with relevant institutions and the designated Working Group. These consultations will serve to review, test, and validate the draft manual, ensuring clarity of roles and incorporation of stakeholder feedback.
• Finalize the manual through technical revisions and professional formatting, support the process of obtaining official approval, and deliver targeted training sessions and presentations for Mobile Teams. Incorporate final feedback into the approved version.

How to Apply

Interested applicants are requested to submit the following:

1. Reference Projects in the Technical Field

At least one (1) reference project demonstrating experience in drafting manuals, guidelines, standard operating procedures (SOPs), or policy documents for public institutions.

2. Thematic Expertise

At least one (1) reference project from the past three (3) years related to the prevention, protection, and referral of victims of trafficking in human beings, or broader experience within the criminal justice sector.
