Call for expression of interest for provision of services: Development of Schematic and Detailed Design for Public Space Interventions in Gjakova, Prizren and Gjilan.

The GIZ Office in Kosovo is planning to launch a tender for the Development of Schematic and Detailed Designs for climate-resilient public space interventions in the Municipalities in Gjakova, Prizren and Gjilan.

The objective of this assignment is to prepare technically sound, climate-sensitive and construction ready design packages for selected public space and urban regeneration interventions. The designs shall integrate Nature-based Solutions, green-blue infrastructure, accessibility, inclusive public space planning, climate resilience, and practical implementation requirements.

The tender is divided into three lots, each covering one municipality and one specific intervention site. Each lot has a defined local context and technical scope, while the overall objective remains the same: to develop schematic and detailed designs that can serve as the basis for subsequent construction procurement and implementation.

Key activities include:

• Reviewing relevant municipal planning, technical, infrastructure, environmental, and legal documents.
• Conducting field assessments, site analysis, surveys, technical investigations, and stakeholder consultations.
• Preparing schematic designs based on site-specific spatial, environmental, infrastructure, mobility, accessibility, and climate-risk analyses.
• Integrating climate resilience, Nature-based Solutions, biodiversity, accessibility, safety, and inclusive public space principles.
• Preparing permit- and implementation-ready detailed designs, technical drawings, specifications, cost estimates, Bills of Quantities, and construction tender documentation.
• Coordinating the designs with existing and planned municipal infrastructure, including drainage, wastewater, storm water, lighting, access, and public space systems.
• Preparing maps, sections, profiles, 3D renderings, presentations, environmental measures, safety plans, maintenance plans, and construction phasing documentation.

Lot 1 (Region 1): Municipality of Gjakova – Segment of the Lukac River

Schematic and detailed design for the rehabilitation of the remaining segment of the Lukac River before its discharge into the Erenik River. The assignment covers the preparation of schematic design for the wider river segment and detailed design for the first investment section.

Lot 2 (Region 2): Municipality of Prizren – Amphitheatre within the City Park

Schematic and detailed design for the revitalization of the amphitheatre and surrounding public space within Prizren’s City Park along the Lumbardhi River. The assignment covers the wider park and amphitheatre area, with detailed design for the selected amphitheatre intervention area.

Lot 3 (Region 3): Municipality of Gjilan – Urban Block Bojanina

Schematic and detailed design for the regeneration of public spaces within the Bojanina Urban Block in central Gjilan. The assignment covers the wider urban block area, with detailed design for the main intervention area.
Planned period of assignment: June – November 2026

2. Submit the completed and signed Self-Declaration form together with the required supporting documents as specified in the form. Documents to be sent:

- An annual turnover of:
Lot 1: min 60,000 EUR (2023, 2024,2025)- Final financial statement 2023, 2024, 2025.
Lot 2: min 40,000 EUR (2023, 2024,2025)- Final financial statement 2023, 2024, 2025.
Lot 3: min 40,000 EUR (2023, 2024,2025)- Final financial statement 2023, 2024, 2025.

- Average number of:
Lot 1: 8 employees for the past 3 years - Final financial statement 2023, 2024, 2025.
Lot 2: 7 employees for the past 3 years - Final financial statement 2023, 2024, 2025.
Lot 3: 8 employees for the past 3 years - Final financial statement 2023, 2024, 2025.

- At least 2 reference project(s) in the field of riverbed rehabilitation and public space design.
- at least 2 reference project(s) in the specific Kosovo region you are applying in the last three years.

Important Notes

• The eligibility assessment will be conducted exclusively on the basis of the submitted Self Declaration of Eligibility and the supporting documents attached thereto.
• Only candidates meeting the eligibility requirements will be shortlisted and invited to participate in the next stage of the procurement procedure.
• Candidates who are not contacted shall consider that their application was not successful.
• All correspondence with GIZ shall be conducted in English or German.

In case of a consortium:

• The eligibility requirements may be fulfilled jointly by the consortium members (i.e. it is not required that each member individually meets all eligibility criteria).
• The consortium must clearly designate one member as Lead Partner, who will act as the single point of contact and be authorised to represent the consortium.
• Bids must be submitted in pdf format.
• The size of emails for quotation is limited to 20 MB. In case the quotations exceed the maximum data size, quotation documents must be sent via filetransfer.giz.de
• You should use the reference number 10003782 otherwise we cannot consider your offer
• A signed consortium agreement (or letter of intent signed by all consortium members) indicating the Lead Partner and the internal division of responsibilities must be submitted together with the application.
• In the case of bidding consortia and sub-contractors, Self-Declaration of Eligibility form must be completed for each sub-contractor or each member of a candidate/bidding consortium.
