All positions are open to men and women with no discrimination.
For all positions, an appropriate linguistic competence in English (spoken and written) and at least one of the country’s languages is mandatory.
All candidates must have sufficient computer skills to operate with electronic mail, word processing, public presentation, and spreadsheet software.
Flexibility required. Work is expected on occasions both in the evening and on weekends.

Position profiles

PROJECT MANAGER ASSISTANT (1 POST)

Possesses a university degree or adequate training + relevant work experience which may be accepted in lieu of a university degree.

GENERAL FUNCTIONS Under the direct supervision of the Project Manager, the incumbent will assist with the following tasks:

  1. Assist the Project Manager in all mission activities.
  2. Translate texts and letters prepared by the Project Manager in a country language.
  3. Organizing meetings and appointments of Project Manager.
  4. Managing the agenda and visitors of the Project Manager.
  5. Prepare documents required by the Project Manager.
  6. Assist the rest of SP Team in any activity relating to the objectives of the mission (meeting/briefing preparations, preparation of office distribution and daily supplies, distribution of equipment).
  7. Liaison with hotels (rooming lists, events, etc.)
  8. Ensure all secretarial tasks of the Project Manager (filing, copies, reproductions).
  9. Maintain and update telephone lists and mailing lists.
  10. Perform any other duties as required.

OPERATIONS EXPERT ASSISTANTS (2 POSTS)

Possess an adequate diploma or training and relevant work experience in logistics, excellent country knowledge. Good knowledge and experience with local suppliers. Flexible and eye for detail.

GENERAL FUNCTIONS: Under the direct supervision of the Operations Expert, the incumbents will assist with the following tasks:

  1. Assist in the design, planning and execution of all logistics activities necessary to ensure the success of the project, distribution of equipment, logistical and facility services about the deployment of the election observation mission.
  2. Identify suppliers, prepare requests, obtain quotations, evaluate offers, verify deliveries.
  3. Assist in the installation and dismantling of the office headquarters, distribution of office supplies.
  4. Assist his/her supervisor in the reception of goods and equipment, the preparation of manuals, the preparation and installation of briefings and events venues.
  5. Prepares and maintains a detailed inventory of mission assets.
  6. Assist with the preparation and distribution of the equipment kits for each observer and office staff. Recuperates equipment from users at end of mission.
  7. Assists the logistics team in the accommodation and transport of the members of the mission (rooming lists, room bookings, airport transfers, deployment to the regions, vehicle verification and preparation, briefing of drivers).
  8. Assist in the coordination of the movements of the mission participants.
  9. Prepares and maintains a detailed deployment data table (list of teams, names of observers, deployment area, address of accommodation, GSM and satellite phone numbers, vehicle and driver information).
  10. Available to travel occasionally out of Nairobi.
  11. Accomplishes any other task as may be required by the supervisor.

SECURITY EXPERT ASSISTANT (2 POSTS)

Possess an adequate diploma or training and relevant work experience in security (former ranking police or army officer). Excellent knowledge of security challenges in both the capital and regions. Excellent relations with the country’s security authorities.

GENERAL FUNCTIONS: Under the direct supervision of the Security Expert, the incumbent will assist with the following tasks:

  1. Provide appropriate assistance to the security of the Mission in accordance with the instructions of the Security Expert.
  2. Assist the latter in the design, implementation and execution of all necessary safety measures to the mission’s success: preparation of procedures, distribution of materials and instruction sheets, vehicle movement procedures, daily reports.
  3. Assist the Security Expert for the preparation of documents and safety manuals, production databases etc ...
  4. Under the directives of his/her supervisor, develop and maintain contacts with local authorities in charge of security.
  5. As necessary, assist the Security Expert for the daily management of assistants assigned to the control room safety (Emergency Security Unit). Monitor and report on vehicle movements.
  6. Assist the Security Expert in the security enforcement of office premises, accommodations of mission members, and coordination of movements of mission members.
  7. Assist in the preparation of Safety training meetings of members of the mission and the safety of briefings and events.
  8. Keep a database of useful information about security.
  9. Any other tasks as may be required.

SECURITY OPERATIONS CENTER (SOC) ASSISTANTS (5 POSTS)

1 day shift (3 persons) + 1 night shift (2 persons). Under the authority of the Security Expert candidates must perform the following tasks:

  1. Take part in day/night tour of duty /(24/7).
  2. Maintain a daily day/night watch and monitoring of vehicle movements (vehicle satellite tracking system) Maintain daily tracking reports. React immediately, report, and assist teams as needed. Maintain telephone contacts with deployed teams.
  3. Make regular contact and conduct random testing of communications equipment, with observers on the ground (GSM, Radio, Sat Phone, etc ...).
  4. Record and report of any event affecting the security of the mission.
  5. Maintain and update the event book (daily security register of the mission).
  6. Participate in the mechanism put in place to secure meetings, briefings, etc ...
  7. Collect and archive daily visitors list held by the Mission security in charge of access control of the Mission.
  8. Archive SOC working documents.
  9. Provide useful support to any type of urgent request.
  10. Perform any other tasks as may be required.

IT ASSISTANT (1 POST)

Possesses an adequate higher education diploma or training and relevant work experience in computer sciences.

GENERAL FUNCTIONS: Under the authority of the IT Expert, the incumbents must perform the following tasks:

  1. Coordinate IT purchases with the logistics team. Identify IT suppliers and prepare adapt specifications.
  2. Verify and validate IT deliveries.
  3. Assist the IT expert in the preparation, installation, and operation of the computer resources (server, laptops, printers, office internet and network). Proceed with the de-installation at end of mission.
  4. Configure and install newly delivered equipment (laptops, printers, phones, and any related IT equipment for the mission).
  5. Ensure the IT security of the mission (anti-virus, access control, passwords, etc.).
  6. Provide technical assistance to the member of the mission, both in the office and remotely.
  7. Manage and maintain the IT stock and inventory.
  8. Assist the IT Expert and Logistics Expert during observer briefings (presentations, practical exercises, use of computers, tablets, telecom equipment).
  9. Support to Statistician and Press and Media experts for the treatment of observation questionnaires, the installation and operations of media monitoring systems, social networks, mission web platform).
  10. Perform any other tasks as may be required.

SECRETARY/ RECEPTIONIST (1 POST)

Possesses adequate professional training and relevant work experience.

GENERAL FUNCTIONS: Under the direct supervision of the Operations Expert, the incumbent will assist with the following tasks:

  1. General office work: telephone, telefax, copy, filing, mailing, support during events such as briefings and press conferences, etc.
  2. Handle incoming telephone calls and visitors with diplomacy.
  3. Maintains a logbook of visitors and hands out visitor badges
  4. Translate texts from the country languages to English and vice versa as required;
  5. Assist the other Core Team in any activity related to the objectives of the mission ;
  6. Secretarial duties to the Core team and Service Provider team;
  7. Register daily incoming mail (post and press, hand deliveries);
  8. Keep mailing list and contact data base updated;
  9. Establish agenda for external visitors, and other meetings;
  10. Work in close cooperation with the other assistants to ensure smooth running office;
  11. Perform any other tasks as may be required.

CHIEF OBSERVER (CO) and DEPUTY CHIEF OBSERVER (DCO) ASSISTANT (1 POST)

Possesses a university degree or adequate training and relevant work experience, which may be accepted in lieu of a university degree. Diplomatic experience is an asset.

GENERAL FUNCTIONS: Under the direct supervision of the Deputy Chief of Mission, the incumbent will assist with the following tasks:

  1. Assist the CO and the deputy CO in all their activities and appointments.
  2. Editing texts and official letter prepared by the CO, DCO.
  3. Coordinate the workload and activities in the CO and DCO’s office
  4. Manage the agenda of the CO and in his absence, the agenda of the Core Team members
  5. Draft and type letters or other texts requested by CO or DCO on the computer. Editing documents.
  6. Handle visitors programme in the Mission office
  7. Translate texts from the country languages to English (or English to the country languages) as required.
  8. Assist the other Core team in any activity related to the objectives of the Mission
  9. Secretarial duties to the Chief Observer and the Deputy Chief Observer
  10. Register daily incoming mail (post and electronic);
  11. Keep mailing list and contact data base updated;
  12. Prepare and organize the CO’s and DCO`s duty travels and keep the other team members informed;
  13. Arrange meetings and appointments for the CO/DCO;
  14. Any other tasks that may be assigned.

ELECTORAL ANALYST ASSISTANT (1 POST)

Possesses a university degree in law or political science and relevant work experience for the position.

GENERAL FUNCTIONS: Under the direct supervision of the Election Analyst, the incumbent will assist with the following tasks:

  1. Assist in assessing implementation of the national election legislation, at the level of the national election commission and other governmental bodies responsible for administering elections, concerning, in particular, delimitation of constituencies, voter registration, political party registration, candidate registration, and polling, counting and tabulation of votes.
  2. Assist in assessing the performance of the election administration and other governmental bodies responsible for administering elections concerning technical preparations for the election.
  3. Assist in observing sessions of the election administration, following the issues on its agenda, and providing the Mission with information about the meetings and complaints brought to the election administration.
  4. Assist in assessing the performance of the election administration, the extent of its effectiveness, independence, impartiality and transparent operation, and the degree to which it has the confidence of election stakeholders.
  5. Assist in assessing the election administration’s capacity, in relation to voter education initiatives, training of election officials, material production and distribution.
  6. Assist in meeting with election analysts from NGOs (domestic and international) involved in the elections process. Liaise with domestic observers groups.
  7. Assist in preparing Short Term Observer report forms, ensuring that the information gathered can be processed effectively.
  8. Assist in contributing to the preparation of weekly reports, the preliminary statement and the final report.
  9. Perform any other duty required for the good functioning of the Mission.

LEGAL ANALYST ASSISTANT (1 POST)

Possesses a university degree in law or adequate training and relevant work experience for the position.

GENERAL FUNCTIONS: Under the direct supervision of the Legal & Human Rights Analyst, the incumbent will assist with the following tasks:

  1. Assist in providing legal advice to the Legal Analyst, including searching of required items in relevant websites or documents
  2. Assist the Legal Analyst in the communication with the election authorities at central level for all technical matters concerning the electoral process.
  3. Assist in attending the meetings with the Election Commission, with representatives of the contesting candidates and other relevant actors in the election process.
  4. Liaise with relevant actors in the election process (eg organise meetings, etc)
  5. Assist in the preparation of Observers briefings, debriefings and team meetings.
  6. Assist in the meetings with individual Election Commission members, the international experts working in the Election Commission and NGOs (domestic and international) involved in the elections process.
  7. Contribute to the preparation of Weekly Reports, the Preliminary Statement and the Final report.
  8. Prepare relevant templates (excel) for the database on complaints and appeals.
  9. Any other tasks as may be required

POLITICAL ANALYST ASSISTANT (3 POSTS)

Possesses a university degree in political science or adequate training and relevant work experience for the position.

2 positions in Albanian language / 1 in Serbian language

GENERAL FUNCTIONS: Under the direct supervision of the Political and Country Analyst, the incumbent will assist with the following tasks:

  1. Assist in undertaking political analysis of the electoral process and gain broad understanding of the political context in which the elections are being held (political history, socio-cultural issues, political parties, previous election results, …).
  2. Assist in organizing meeting with political parties, candidates and political analysts.
  3. Assist in maintaining close relations with domestic observer groups and other non-governmental organizations related to the election process.
  4. Assist in providing assessment and background knowledge and material on a wide range of interlocutors including candidates, political parties, state authorities, military, media groups, journalists, and decision makers in the political spheres.
  5. Assist in producing regular reporting on political developments for core team and observers and provide oral briefing as required.
  6. Participate in the analysis of information sent by the fielded observers and produce consolidated reports on the election campaign and polling.
  7. Assist in developing a cultural awareness in the mission and briefing material for mission staff taking into consideration; religious, customs and practices in relation to the electoral process. In conjunction with the operations and security experts, brief mission members about culturally sensitive issues and the appropriate behaviour to be adopted by observers in the course of their activities.
  8. Participate as required in observer briefings, debriefings and team meetings;
  9. Assist in contributing to the preparation of weekly reports the preliminary statement and the final report.
  10. Perform any other duty required.

PRESS OFFICER ASSISTANT (2 POSTS)

Possesses a university degree in journalism or adequate training and relevant work experience, which may be accepted in lieu of a university degree. Good knowledge of national laws regarding the media.

2 positions (1 in Albanian language / 1 in Serbian language)

GENERAL FUNCTIONS: Under the direct supervision of the Press Officer, the incumbent will assist with the following tasks:

  1. Assist in achieving maximum visibility for the Mission in the national and international media and social networks. (FacebookTwitterYouTube and others).
  2. Assist in developing an overall public outreach strategy making use of community radios, networks of non-governmental organizations, political parties, universities, etc;
  3. Assist in establishing and maintaining contact with the local and international media.
  4. Assist in the development of the mission website.
  5. Assist in preparing a “mission fact-sheet” to explain the mandate and objectives of the Mission to the general public.
  6. Assist in preparing press releases and press conferences.
  7. Assist in the translation of the relevant information and documents issued by the Mission to the public.
  8. Prepare a comprehensive press distribution list for both local and international media.
  9. Assist ensuring maximum distribution of the Mission’s press releases, preliminary statement and final report both locally and internationally.
  10. Assist in ensuring that Mission press releases and statements are communicated regularly to observers.
  11. Assist in contributing to the preparation of weekly reports, the preliminary statement and the final report.
  12. Perform any other duty required.

MEDIA ANALYST ASSISTANT (1 POST)

Possesses a university degree in journalism or communication or marketing, and/or adequate training and relevant work experience, which may be accepted in lieu of a university degree.

GENERAL FUNCTIONS: Under the direct supervision of the Media Analyst, the incumbent will assist with the following tasks:

  1. Assist in acquiring knowledge of the media laws and regulations;
  2. Assist in assessing the state and private media;
  3. Provide the Media Analyst with the relevant information on the media situation in connection with the elections;
  4. Assist in collecting all press reporting on the Election Observation Mission;
  5. Monitor a sample of local Media (TV, radio, and newspaper) using quantitative and qualitative methodology provided by the Media Expert to measure time, Plan and Tone devoted to political parties and candidates and produce daily monitoring reports for the Media Expert.
  6. Assist the Media Analyst during meetings with representatives of the Media.
  7. Assist in the preparation of a short briefing for the Observers and a short assessment for the Chief Observer in preparation for the Press Release and Preliminary Statement;
  8. Assist in the preparation of a written report on the media for the Final Report;
  9. Assisting the Media Analyst in the preparation of press kits for eventual press conferences conducted by the mission.
  10. Any other tasks as may be required.

MEDIA MONITORS (4 POSTS)

Possess a university degree in journalism or communication or adequate training and relevant work experience, which may be accepted in lieu of a university degree. Students in their last year of studies of journalism/communication/studies relevant to the position can also apply.

GENERAL FUNCTIONS: Under the direct supervision of the Media Analyst, the incumbents will assist with the following tasks:

  1. Ensure the daily monitoring and registration of radio and TV programmes concerning the election campaign, the political parties, the candidates, the polling days and state bodies involved in the election process.
  2. Assist in collecting all written press reportings on the election process and the Election Observation mission and analyse the articles using the mission media analytical methodology.
  3. Produce quantitative and qualitative statistical data of the analyses of the media.
  4. Any other tasks as may be required.

SOCIAL MEDIA ANALYST ASSISTANT (2 POSTS)

Possess a university degree in political science, journalism, communication or adequate training and relevant work experience, which may be accepted in lieu of a university degree. Knowledge of the country digital and traditional media as well as political landscape and main stakeholders, culture, regional expertise is an asset; High level computer and IT literacy, including excellent command of Microsoft Excel; Experience in drafting qualitative and quantitative reports in a concise, visually appealing manner also through relevant charts.

2 positions (1 in Albanian language / 1 in Serbian language)

GENERAL FUNCTIONS: Under the direct supervision of the Social Media Analyst, the incumbent will assist with the following tasks:

  1. Monitor the online platforms of a sample list of political and electoral contestants, key state institutions officials, relevant opinion leaders, third-party campaign accounts, others;
  2. Track the strategies used by candidates and parties to campaign on the main online platforms and the extent of campaign advertisement;
  3. Identify the presence of hate/inciteful speech, incitement to violence against certain groups of voters, candidates and party supporters;
  4. Identify disinformation efforts during the campaign as well as possible interference in the integrity of the electoral process via bots, trolls and other forms of orchestrated campaigns;
  5. Analysis should also focus on how women candidates and marginalized groups are portrayed in social media, digital literacy efforts, and allegations of intimidation and online violence;
  6. Assist in acquiring knowledge of the general media landscape and existent regulatory framework for online content;
  7. Create social media monitoring data bases and prepare qualitative and quantitative reports on the assigned online platforms;
  8. Suggest meetings with relevant stakeholders and participate in meetings with the SMA if needed. This may include meeting with institutions, agencies, internet activists, academics, social media and social network companies, domestic election observer organizations, and civil society groups active in the protection of digital rights and social network monitoring;
  9. Contribute to other relevant duties as required by the EU EOM SMA.

SOCIAL MEDIA MONITORS (4 POSTS)

QUALIFICATIONS

Required:

  • University degree in political science, digital journalism, open-source intelligence techniques (OSINT), statistics, computer science, digital marketing, visual communication, digital advertising or other relevant field. A combined academic background of data analysis and social science is an asset;
  • Knowledge of the country’s digital and traditional media as well as political landscape and main stakeholders, culture, regional expertise is an asset;
  • Experience working with social media tools (e.g. Brand watch, Sentione) and digital analytics tools;
  • High level computer and IT literacy, including excellent command of Microsoft Excel and Google Sheets;
  • Experience in drafting qualitative and quantitative reports in a concise, visually appealing manner also through relevant charts;
  • Fluency in written and spoken English/or language spoken by the EU EOM;
  • Ability to work with a diverse team and multicultural environment, to move in difficult conditions, perform well under stress and always maintain professionalism.
  • Excellent interpersonal, intercultural, and communication skills;

Preferred:

  • Professional experience with international organizations, CSOs, tech companies or digital communication agencies;
  • Experience in advertising content creation (Facebook Ads and business management, Google Ads), digital marketing techniques, social media management;
  • IT developer skills, including knowledge of quantitative tools and languages, including R, Python, Power BI (or similar platform) and others. Knowledge on how to extract data via APIs (Twitter API, YouTube API, Facebook Ad Library);
  • Experience in methodological approaches of social media monitoring;
  • Fluency in any other local language;
  • Understanding of Democratic Election Standards and International Human Rights Law, particularly related to Freedom of Expression.

GENERAL FUNCTIONS: Under the direct supervision of the Social Media Analyst (SMA), the Social Media Monitor will support the following tasks:

  1. Monitor the online platforms of a sample list of political and electoral contestants, key state institutions officials, relevant opinion leaders, third-party campaign accounts, others;
  2. Track the strategies used by candidates and parties to campaign on the main online platforms (Facebook - Twitter - YouTube);
  3. Analyze the types of online political advertising and sponsored content placed by electoral contestants during the election campaign (if data is available);
  4. Identify the presence of hate/inciteful speech, incitement to violence against candidates and political parties;
  5. Identify possible information manipulation efforts affecting the integrity of the electoral process;
  6. Provide insight on how women candidates and marginalized groups are portrayed in social media;
  7. Assist in acquiring knowledge of the general media landscape and existing regulatory framework for online content;
  8. Create social media monitoring databases and prepare qualitative and quantitative reports on the assigned online platforms;
  9. Suggest meetings with relevant stakeholders and participate in meetings with the SMA if needed. This may include meeting with institutions, agencies, internet activists, academics, social media and technology companies, domestic election observer organizations, and civil society groups
  10. Contribute to other relevant duties as required by the EU EOM SMA.

OBSERVER COORDINATOR ASSISTANT (1 POST)

Possesses a university degree in law, sociology or political science or adequate training and relevant work experience, which may be accepted in lieu of a university degree.

GENERAL FUNCTIONS: Under the direct supervision of the Observer Coordinator, the incumbent will assist with the following tasks:

  1. Assist the coordinator in the preparation of the observer deployment plan.
  2. Assist the coordinator in the preparation of observer briefings and debriefings. Ensure the signature of presence lists at the briefings/debriefings.
  3. Assists in the preparation of the Long Term Observers (LTO) and Short Term Observers (STO) briefing packs.
  4. Assist in the co-ordination with the Long Term Observers (LTOs) on political issues at a regional level.
  5. Ensure a daily communication with the deployed observers and the follow-up of their daily reports.
  6. Ensure the regular transmission of information and requests to the observer teams deployed in the country.
  7. Ensure, in conjunction with the Logistics Expert and Security Expert assistants the follow up of observer movements and identification of accommodations.
  8. Inform all observers of meeting and events agendas.
  9. Assist in the preparation of a weekly report for the Chief Observer on the activities of the observers.
  10. Assist in the preparation of documents for LTO/STO briefings/debriefings.
  11. Liaise between the Core Team and the LTOs;
  12. Assist to provide the appropriate statistical information for the debriefing of LTOs and all information required by the Chief Observer for the Final Report;
  13. Any other tasks as may be required.

Data ANALYST (STATISTICIAN) ASSISTANT (1 POST)

Possesses an adequate diploma (Statistics, Mathematic) or training and relevant work experience in analysis of statistical data. Excellent mastery of Excel and graphics.

General functions: Under the direct supervision of the Data Analyst (Statistician) the incumbent will assist with the following tasks:

  1. Help at the reception, analysis and interpretation of data received
  2. Help develop graphical interfaces to illustrate the aggregated data
  3. Receive telephone calls from the Observers and collect all the information to enter the data in the system
  4. Provide the Data analyst with the relevant statistic information on the election
  5. Any other tasks as may be required.

DATA ENTRY CLERKs (3 posts, 3 days EACH)

General functions: Under the direct supervision of the Data Analyst and the Data Analyst Assistant the incumbents will assist with the following tasks:

  1. Receive telephone calls from the Observers and collect all the information;
  2. Enter the data in the system
  3. Provide the Data analyst with the relevant statistic information on the election
  4. Any other tasks as may be required.

OBSERVER ASSISTANT/GUIDE (9 LONG & 18 SHORT)

Be resident in the main city of the political divisions of the country. Possess an adequate diploma or relevant work experience. Excellent knowledge of English and the regional languages. Excellent knowledge of the base city and region of deployment to ensure prompt movements and appointments. Locally recruited. Must be available from early morning to late night during the polling day.

GENERAL FUNCTIONS: Under the authority of the observer team deployed in that region, the assistant/guides:

  1. Assist the observer teams in planning their daily movements and meetings in the region;
  2. Assists linguistically with local organisations, authorities.
  3. Translate documents from English to the country languages and from the country languages to English.
  4. Interpret all conversations or presentations from English to the country languages or from the country languages to English.
  5. Any other tasks that may be required.
